EXPENSE CATEGORY DESCRIPTIONS

Salaries & Benefits

District employs 38 regular employees and  contracts seasonal employees on an as needed basis.  There are 11 office positions, including the Manager, and 33 operations and maintenance positions.  Benefits  include a variety of health, disability, and workers’ compensation insurance coverage's and District retirement programs.

Debt Service - Includes both principal and interest payments on the District’s outstanding debt totaling $10.6   million at June 30, 2006.  Recent refinancing efforts have placed the District’s average interest rate on its overall debt at 3.70%, with no individual outstanding debt obligation in excess of 4.18%.  Outstanding debt matures from years 2014 through 2017
Asset Purchases - Capital purchases that will be depreciated over time.  Many of these items are major repairs or replacements that the District has set aside reserve funds to accommodate the purchases.  Examples are water storage tank refurbishing, future water supply projects, pump replacements, building and other structure replacements, vehicles, and equipment.
Supplies -  Office and safety supplies, field construction and maintenance material, tools, and treatment chemicals.
Utilities -  Electrical, office/cell phones, and gas.  Major use is electrical costs associated with treatment plant operations and pumping water to the plant
Other -  Licenses, dues, memberships, subscriptions, permits, employee reimbursements, seminars/training, and District liability & property insurance.
Outside Services - Contracted repairs, equipment rentals, building & grounds maintenance, janitorial, building security, employee required physicals and exams, and office equipment maintenance.
Grant Services -  Grant related costs that are usually reimbursable through fundings from the granting authority, i.e. engineering, staff, consultants, etc. 
Professional Services- Accounting, engineering, legal, investment trustee charges and other related expenditures.

Vehicle operating costs, equipment repairs, structure and pumping repairs or replacements, and other equipment purchases less than $2,500 per item that are not capitalized.
